The Australian Communications and Media Authority has released a public discussion paper seeking comment on proposals to amend its numbering plan to help better manage phone numbers used by services based on Voice over Internet Protocol (VoIP).
The numbering discussion paper outlines three areas where change is considered desirable:
the best way to provide numbering support for VoIP Out services;
generally, clarification of the rules regarding the use of geographic numbers; and
improved transparency when telephone numbers are moved between carriage service providers.
The paper also seeks views on related issues.
‘VoIP services are gaining popularity in Australia and continuing to innovate and diversify. ACMA has been investigating how best to accommodate VoIP within the existing regulatory regime. This is part of ACMA’s broader regulatory approach to VoIP that we announced earlier this year,’ said Chris Cheah, Acting ACMA Chairman and Chair of ACMA’s Numbering Advisory Committee.
‘As well as encouraging debate around the proposed amendments and options to facilitate compliance, ACMA hopes this discussion paper increases awareness in the VoIP sector regarding regulatory obligations, and will stimulate broader thinking about the future regulation of telephony services.
‘ACMA looks forward to receiving a wide range of comments in response to the paper.’
