Caller Identification

Calling Line Identification (CLI)

CLI is information that is generated by the network at the time a telephone call is established, and includes:

  • the called party's phone number
  • the calling party's phone number
  • the time of day
  • the duration of the call
  • the routing of the call.

CLI makes possible a range of new products or services which provide certain network information to customers.

Services which utilise CLI information include:

Calling Number Display (CND), Calling Name Display, or Caller ID. Subscribers to this service receive the phone number, or number and name, of the calling party on a display screen which is part of, or attached to, their phones while the phone is ringing (provided the calling party has not blocked it and there is no technical impediment to sending it).

Call Return allows a customer to instruct the network to dial the number of the last person who called the customer. This service would not however be available where the caller blocked CND.

Selective Call Diversion allows calls from numbers chosen by the customer to be diverted to another number specified by the customer. Non-selective call diversion has been available for some time.

Selective Call Rejection allows calls from particular numbers to be rejected and diverted to a recorded voice announcement.

Anonymous Call Rejection allows calls from numbers which have blocked their CND to be rejected and diverted to a recorded voice announcement.

Malicious Call Trace allows a customer to instruct the network to trace the last call and forward the information to the carrier or the police. Malicious Call Trace may be available even where the caller has blocked the CND. This last point distinguishes it from Call Return.

Legislation

Under Section 276 of the Industry Code - Calling Number Display (ACIF C522: February 2003), Norlink Communications Limited and ‘mullum.com.au’ Pty Ltd are obliged to inform all customers that Calling Line Identification data is collected from all Dial-up Internet connections to Norlink Communications Limited and ‘mullum.com.au’ Pty Ltd.

The data Norlink Communications Limited and ‘mullum.com.au’ Pty Ltd collects is the telephone number the call is originating from, regardless of any features in place to block the normal disclosure of this number.

Caller Number Display (CND)

CND is a service which utilises CLI information. CDI, Calling Name Display, or Caller ID subscribers to this service receive the phone number, or number and name, of the calling party on a display screen which is part of, or attached to, their phones while the phone is ringing (provided the calling party has not blocked it and there is no technical impediment to sending it).

Availability

CND is currently available in Australia only to subscribers to the Integrated Services Digital Network (ISDN). In Australia ISDN is largely restricted to corporate users and smaller high tech businesses with a particular need for its advanced features. The receipt and exchange of CND is between ISDN subscribers only, and as such operates as a closed user group. There are no senders of CND to ISDN services which are not also receivers of ISDN CND. As a result AUSTEL has not examined the privacy implications of ISDN CND. However with the universal availability of CND, it is anticipated that ISDN will expand to include the receipt of CND from sources other than ISDN subscribers, and, in line with other opt out CND services, ISDN services would be expected to comply with the CND principles and requirements. CND is also made available to the AUSTEL designated emergency services number, currently 000, in accordance with carrier licence requirements.

Blocking of CLI

Withholding of transmission of CLI to CND services can be implemented on either all calls from a phone line or a per call basis. Call blocking is implemented by dialling a code prior to dialling a phone number. Per call sending can be implemented from a line blocked service in the same manner as per call blocking. At the conclusion of a call when these customer activated codes have been used, the line will automatically revert to its default status, either sending or line blocking. In the United States, the FCC has recently mandated the use of *67 (or 1167) for per call blocking and *82 or (1182) for per call sending of CLI respectively. In the United Kingdom the designated per call blocking code is 141.

Charging

Customers both pay to receive CND services from the network, and also purchase or lease customer equipment which has the capability to display CND. CND services in the United States average about $20 per line per month, though subscribing to receive the number alone may be as little as $12. Calling Name Display is usually about $2 to $3 extra.

Customer equipment

Customer equipment may also have other enhanced features, such as memory logs for the date, time and phone numbers of calls received, and one button access to voice mail, call return, three-way calling and other service features.

Applications

CND can be used in conjunction with appropriate software and hardware, to provide enhanced database and call routing functions for business and organisational consumers. This is achieved by the linking of single or multiple telephone lines via modems to specially designed software. The software enables the cross matching of calls to database information for retrieval, storage and management of information, offering significant improvements in the speed with which customer queries can be managed.
